Legal Question in Discrimination Law in Texas

Discrimination and retalation case

1).I filed a complaint and filed a request to proceed in forma pauperis.

2). My case file was sent to the employment office in Dallas.

3). It took six months to received a denial and a order from the judge to pay the 350.00.

What does this all mean and what took so long just to say no?
