What can I do to determine if a dash cam Police video has been altered/edited. My attorney a former Judge says he does not know how to defend my DWI case. He actually asked me what he should do. The case is in Harris County, Texas one of the most corrupt Police Departments (HPD) in the nation.

Isn't there a digital clock on the video? Play the video and watch the digital clock on the video and watch the seconds go by. If any are skipped, it would indicate that something has been cut.. If you have extra numbers, then it would appear that something has been added.
If you don't have numbers on the video, and the video appears altered, you can hire an expert to examine the video.
I agree with the previous answer. I would also add that the odds of law enforcement caring enough to alter the video for a DWI are very low.
As far as how to defend the case, you probably treat it like any other DWI, attack the stop, the field sobriety tests, and the breath or blood test if any.
Since this case is in Harris County, there have been some significant changes with the introduction of their new DIVERT program for DWI cases. Make sure your attorney knows about this program and the possible ramifications it can have on your case.
