Legal Question in DUI Law in Texas

My husband was in a single car accident. He had been drinking earlier in the evening and also has blood sugar ussues. when he went to the hospital, they took blood. he was not arrested at the location, nor issued a citation. because his blood test came back over the limit, we received a letter stating his license was suspended. because I don't really know how this,works, how do they suspend your license without a ticket or a conviction?

He needs to talk to a lawyer. Related to DWI, there are two things in play that affect the license. One is administrative - refused the test or it came back over .08. The other is a DWI conviction. Chances are that he is also going to be charged with DWI. (Different counties handle the way one is charged / notified in these situations in different ways.)
