Would it require a liquor license to serve sealed mixed drinks to-go?

I am not aware of any liquor-related license that permits drinks to be sold to consumers in sealed containers except for a manufacturer's permit or a retailer's permit. Bars may not sell liquor to-go in sealed containers.
