I'm not sure exactly what you are asking. Your question is not clear.
1. If the car title is in her name, then it belongs to her.
2. You need to consult with perhaps an attorney that handles perhaps "elder law" or estate planning or probate law.
It appears that you live in Harris County. A good attorney in Harris County is W. Kevin Alter at 713-526-2333. You can tell him that I referred you to him. His prices are reasonable. I have referred many people (friends & family included) to him & everyone has been very happy with his services.
3. If you have no money then you might try calling Houston Volunteer Lawyers Program at 713-228-0732 & asking for a pro bono attorney.
4. You might also try contacting Adult Protection Services if there is a possibility of elder abuse.
5. If theft is a problem, you can go to the Harris County District Attorney & file a criminal charge against the person.
I hope this helps.
Good luck!
