Legal Question in Elder Law in Texas

Grandma & Adopted Uncle with Power of Attorney

An adopted uncle talked my Grandma into giving him power of attorney. He has a history of being a gigolo, army deserter, nonpayment of child support and uses pot. He latched onto my Grandma and has been using her monthly ssi to purchase a house in his name only. Also he utilizes very very little on her behalf and care.

She has been in and out of the hospital and has medical records clearly showing gross neglect. He has been diagnosed with colon cancer and has yet to undergo chemo and has put her in a nursing home without telling anyone. Now he has ordered the staff at the nursing home that all calls and contact with my Grandma have to be screened via him. Grandma has some dementia but can still speak for herself. Under his care she has suffered broken bones w/malnourishment. He says she won't eat to not get fat but when she is in the hospital she eats and enjoys it. Can he make all her contacts go through him and if so how can one go about revolking his power of attorney. Does APS need to get involved? Due to health conditions my mom and I are unalbe to travel but we have a cousin who is willing to to take her in. Only two weeks ago he gave her to my cousin and went back on his word. We bought her a new bed & rocker. HELP :)
