in the state of texas can a parent give their house to a child if they are going into a nursing home so the state cannot take it if they cannot pay for nursing home care?

Possibly. I'm assuming the parent is going on Medicaid. There are mechanisms to transfer ownership of a house that are Medicaid compliant. If you transfer the house without following the (strict) Medicaid rules, the parent can lose Medicaid benefits.
