Legal Question in Entertainment Law in Texas
My son wants to use cartoon characters in a mural that he is painting for a charitable organization for his Eagle project. Does he have to obtain permission to use those images? The images will never be used for profit.

Legally yes, but as a practical matter no copyright owner is likely to raise an objection to a painting for a charitable organization as part of a Boy Scout "Eagle project." Congratulations to your son on making it to the point that he is doing an Eagle project.
