My neighbor and have a river that runs through both of our properties.He has blocked the river on his propery, preventing the way water flow to my property. The water from the river serves as a water source for my cattle. Is this legal

Potentially, it may be legal; however, it may also be illegal. It is very factual specific and depending upon the facts, your neighbor may be liable for damages. Even if the activities are legal, there is a statutory basis/cause of action for the changing of the natural flow of water.
