we pumped out our septic system onto another property what are the charges

There are a number of potential issues, depending upn the individual facts. Potential claims by the neighbor include trespass, nuisance and negligence. Additionally, depending upon where the septic material ended up, there could be liability to the state and/or federal government for civil penalties and even criminal fines and jail time.
