Legal Question in Family Law in Texas

I have 14 month old twins and the father refuses to be in their lives. I have a current child support case against him in which he requested a DNA test. That was two months ago, he has not appeared at the scheduled time to be tested and it has been rescheduled twice. He does not claim our children but refuses to show up for testing. I would rather he relinquish his parental rights. What legal actions can I take to move forward with him giving up his rights. Is this something he has to contact the court about? Also is there a way to have him summoned to take the DNA test?
