Legal Question in Family Law in Texas

I'm 21 and by my mothers permission my 16 almost 17 year old sister stayed with me for about two weeks after the cops were called to their house because of two physical alterations between my parents and my sister. My mother now wants my sister to come home but if I want to keep her and she wants to live with me is that legal?
