can my 15 year old daughter legally watch her 11 year old sister

She is not an adult, so this is a risky thing to do. If something goes wrong, you would reget having done that. Perhaps while you run to the store and back in matter of minutes might be okay, but it is risky. I would suggest a sitter no younger than 17.
