Legal Question in Family Law in Texas

My 5 year old daughter recently came to me and told me her step dad is sexually abusing her. We have a CPS case started and they believe the allegations are true. However she is suppose to leave Sunday for summer visitation, and will be around her step dad and possible alone with him very often. Can I legally stop her from leaving, until everything can get filled and motions put in place? Wouldn't it be negligent of me to let her leave knowing what is happening and with cps and forensic nurses having confirmed what she told me?
