Legal Question in Family Law in Texas

I'm a 62 year old living in a community property state. I owe a ton of back time child support plus interest in CA. We own a home but there is no equity. My only income is social security. Can my wife's income be used in determining whether or not I qualify for the COAP, (Compromise of arrears program)? Thanks for your time.
