can a 17 year old move out of his house without parent consent in the state of texas ?

There is a difference between what you CAN do and what you have the legal RIGHT to do. Of course you CAN move out and if your parents don't care enough to report you, you can get away with it. But if they object, you will be treated as a runaway and whoever is giving you shelter may be charged with harboring a runaway. You will have the legal RIGHT to leave once you turn 18.
