Legal Question in Family Law in Texas

16 year old parent looking for help.

What can be done for a 16 year old with two kids who is staying with her aunt, because her mom just past and her dad is in prison. She donesn't want to stay there or with her step mom. Before her mom passed she wanted her to stay with me and my family and that is were the young lady want to be. What rights do she have of choosing her place to stay, since her mom left no will.
