Legal Question in Family Law in Texas

abandoned child

My oldest sister decided she no longer wanted to be a mother to her 2 year old daughter and left her at my mothers home. We have not heard from her in nearly two weeks and she has not contacted my mom or her daughter. My mom wants to file for guardianship...what are her chances and what does she need to do to get custody of the girl and terminate rights to the birth mother?

She wants conservatorship, not guardianship. This is a complex area, and she needs a lawyer, right away.
