if a married couple have separate bank accounts and one withdrawals money from the others account to feed the children and for gasoline, can the other press charges? is it considered stealing?

If a person accesses a bank account that is not theirs and takes money out of the account, it is stealing. You are not allowed to take money out of an account that is not yours.
