Action available when daughter will not allow any access to granddaughter living in Ct and grandparents live in Tx

You would have to sue her in CT. Under TX law, which does not apply, but it's all I know, you would have to prove that the child will undergo serious problems if you are not allowed to have access to her. Most people lose those cases. I'm very sorry your relationship has fallen apart. The best remedy is to repair the family relationship because the law does not offer much help to grandparents.
NOTE: CT might have different grandparent access statutes.
