Can you adopt a person who is over age 18? My girlfriend's daughter is 23 she wants me to adopt her.

Yes, in Texas a willing adult may adopt a willing adult. However doing so may result in a loss of inheritance rights for the person being adopted from that person's biological parent (this issue and others should be discussed with any attorney).
