How to adopt my stepsons from Thailand?

My wife is Thai and has two sons from a previous father who has abandened them for the last seven years, no contact, support or care, while knowing their address. We have applied with INS for their immigration to the US but it is taking very long. How can we procceed with adopting my stepsons and will it take months or years?

If the kids are physically present in Texas, you can commence adoption proceedings at any time because adoption is a function of state law while immigration is a function of federal law.
