how can i terminate my parental rights due to him fondling my 7yr old neice also after numerous attemps to get him help and not be consider a rapr

No doubt this is a difficult situation, but you cannot walk away from your parental responsibilities of an adopted child, any more than you can a biological child. You should hire a lawyer to explore what options are available in your area.
