Re: Adoption
Without finding the biological father, you would have to have an attorney ad litem in the case to represent his interests (at your expense) and one of the main things that attorney will be spending your money to do will be finding the guy, so find him first and save yourself some money.
The attorney general might help you locate the guy. I am local to you, so e-mail me if you need anything.

Re: Adoption
An adoption cannot go forward without approval of the other parent except in narrow circumstances. If the father's whereabouts are unknown, the court will appoint an attorney ad litem to represent him (find him, etc.) all at your cost. If you know where he is, he can be served with appropriate papers requesting that he agree to the action. If he doesn't, which is his right, then evidence will need to be presented at a hearing as to why it's in the child's best interests to go forward with the adoption contrary to the other parent's wishes. Not an easy thing to accomplish. You need to consult with an attorney to discuss all the facts of your situation.
