You know he is in prison and he's not going anywhere. Why can't you get in touch with him? Why would you have to? Serve him the papers legally and require him to respond. No response equals default - you win. Maybe you need a lawyer.

The attorney handling the termination and adoption can handle getting the signature for you.

Since the bio dad has not had any contact with the child, he may be willing to just sign the termination papers. He will have enough to deal with when he is released without having to become a parent and pay the accrued and continuing child support.
