my husband and I have power of attorney over my nieces little girl since she was born around 6yrs ago and we want to legally adopt her what are our rights and what are the biological mothers rights?

If you have no court order, it is likely that your rights are extremely limited, if not non-existent. To have any rights regarding this child, it is necessary that you file a petition with courts to establish those rights. The bio mom and dad are legally the persons with rights. You need to hire a lawyer immediately.
