Adoption of a niece

My cousin has been under investigation with CPS for almost a year. she has asked my aunt to take her daughter, but my aunt wants to legally adopt the baby how should she go about this?

If the child's mother and father are in agreement, then they or aunt need to hire a lawyer. The lawyer will arrange to terminate the parental rights, and effect the adoption in one process. It is important that they use an attorney, so that there are no surprises 5 -10- 15 years from now.
