Adoption of Step Child

My step son is almost 16. His father and I have been married almost 13 years. He has not seen his mother in 4 years and she only calls every 3 or 4 month, she doesn't send birthday or holiday presents or cards and does not pay child support. My step son rescently asked me if I can adopt him. Of course I said yes. Would his mother still have to sign consent? We live in Texas she lives in Nevada.

The parental rights of the mother must be terminated in court. This can be done with her consent or without. I suggest you get an attorneys assistance on this matter. Seems like it is really important to your son.
