Adoption of a Step-child

Is it possible to adopt a stepchild if the childs other parent is not willing to give up their parental rights? would it make any difference if the other parent has never paid child support?

It is possible, but not likely. If the biological parent refuses to voluntarily terminate parental rights, then it is necessary to take the matter to a hearing before the judge, and the judge will render a decision. Failure to pay child support is a factor, but only one of many.
