Does an adult step sister have any legal grounds to seek custody of a 12 year ol
After a first outcry by 12 year old adopted half brother, who was adopted by his grandparents: Does a half sister who is an adult have any grounds to seek adoption of the half brother from her step-grandparents. They had the same mother who is now deceased and the grandparents have legal custody. Is there any case law available from Texas to support the adult sister's desire to adopt the half brother?

depending upon what the "outcry" is about, the parental rights of the legal parents would have to be terminated. If the outcry is about something in which the best interests of the child would be to have another parent, then an adoption is possible.
Apparently, this would be a contested matter and could likely run into several thousand dollars of legal fees unless child protective services would intervene and assist in placing the child with the step-sister.
