At what age can a child decide whom they want to live with.

At 18 when he or she is an adult. Until then either the parents have to agree or the judge can order which one the child lives with.
If the child is at least 12 years old, a parent can ask that the court interview the child and the court must do so. If the child is less than 12 years old, a parent can ask that the court interview the child and the court can if it wants to, but does not have to.
Generally, courts do not like to interview children and are frequently not happy with the parent who makes them do so. There are definitely exceptions to that last statement; some courts don't mind at all. A good family law attorney will know or be able to find out how a specific judge feels about that.
