At what age can a child decide whether he can live with the custodial or non-custodial parent in Texas?

There is no such age. Everybody follows the court order.

When a child becomes an adult, at age 18, then he/she can decide where they want to live. In a contested custody proceeding, a child 12 and older can advise the court of his/her preferences. Younger than 12 is at the court's discretion whether to intervew the child in chambers.
