"My ex and I agreed on a settlement (in my attorney's office) which is different per written divorce decree, but his now-ex attorney is forcing a sit-down disputing what change my ex and I agreed to. Can my ex absolve his ex-attorney of any legal responsibility per decree? My ex does not want to pay his ex-attorney more. My attorney says we must do this.

You and your husband can take whatever decree you want to take to the courthouse and, if you both sign it, the court will grant your divorce and adopt the order as the order of the court.
If his "ex" attorney has not withdrawn from the case (i.e. been officially excused by the court in a signed order), then his attorney still has responsibilities to your husband. If he has not formally withdrawn, tell your husband to tell his attorney to file a motion to withdraw. That will get rid of the other attorney. If he HAS withdrawn and been removed from the case by a court order, then he needs to let your husband do what he wants to do.
