allegations of misrepresentation
can i file a motion for discovery to obtain phone records and transcripts of phone conversations between a CPS employee and someone they THINK is me misrepresenting my self to get inside information?

You can serve them with discovery if they are a party, or subpoena the records if they are not. It is likely that a motion to quash will be filed, and you will have to defend your motion at a hearing.
