am i allowed to move out of state with my daughter as a primary joint conservator?

It depends on what the decree or custody order says. If there is a geographic restriction, then you must file a petition to modify parent-child relationship. An example a geographic restriction is as follows:
"Jane doe has the... exclusive right to designate the primary residence of the child within Dallas County and contiguous counties...."
