amount of child support for teenagers

I have been divorced since 2001 while stationed in Oklahoma to my ex husband. I didn't have the funds to hire a lawyer so my ex and I sat down and split everything. THe custody of our child comes to me for the school year and then summers are spent with his father. He received all holidays except mothers day. Our child was 6 at the time & is now 13. I want to get this changed so that I have full custody and find out how they figure out the amount of new child support. Currently I only receive $218/mth (which he is concurrently late on or will go months before sending money). With our child starting HS next year, he will be busy with camps, extracurricular activities etc and won't be able to see his dad during the holdiays and summer. Is the custody and child support amount something that can be changed?

Also, can I see a texas lawyer if I'm a military dependent with Alaska residency? I have been in Tx for 2 yrs now but still claim AK as my residence.
