I'm not really sure what you are asking.

In the State of Texas, both parents are obligated to support their children. You cannot avoid this obligation. Neither parent can sign a piece of paper that says that they will not pursue child support at a later date.

Therefore, if a man is proven by DNA testing to be the bio father of a child then a judge will order than he has to pay child support and provide the child with health insurance. It has been determined by the TX Legislature that all parents must support their children. It has been determined by the TX tax payers that all parents need to pay for their children. The TX tax payers do not want to pay for children - taxpayers want parents to pay for their own children. Therefore, judges who have been elected by the taxpayers order parents to do this.
