The arbitrator said I need to pay my X-wife alimony every two weeks. I lost my job. I filed a petition and the judge said he would not rule! What do I do now?

Did the judge refuse to rule or did he or she rule against you? If he or she ruled against you, then you have a limited time to appeal and there are several interim deadlines to meet for an appeal to be effective. If you miss them, then it is too late.
If the court won't rule, you could set it for a final trial, but you should listen to the judge about why he or she is not ruling. If the judge believes that you are at fault in losing your job, then further actions might be futile.
Since you mentioned an arbitrator, then perhaps the judge is simply following the arbitrator's decision. Arbitration is usually binding.
If you had a final trial and the judge still won't rule, then that would be very unusual and I would need to know more facts.
