Having Arrears Dropped
What steps need to be taken by the custodial parent to have child support in the arrears dropped? Can this be done without going through an attorney? In other words can the parent file the papers through the court themselves?

I'm not really sure what you are asking. You did not give enough facts for me to fully answer this question.
You will need the signature of a Judge to terminate arrearrages and I don't know if a Judge would sign such a document.
It is the policy of the State of Texas for both parents to provide support for their minor children.
If you are going through the Texas Attorney General's office and you received any sort of state or federal assistance, they will not allow you to interfer in the state getting reimbursed for any funds they have expended.
If you did not receive state or federal funds, the Texas Attorney General's office will stop collection, if you provide fill out a form that they will provide you.
You can go to any law library in Texas and look for the Texas Family Law Practice Manual and the Texas Family Code. There are many form books available to assist you in trying to do this yourself.

I have no opinion as to quality of the forms available over the internet.
There is also free legal aide for people that qualify.
Many law schools provide free legal clinics to assist people with simple legal problems.
