Legal Question in Family Law in Texas

I asked this question once before but it was not answered directly.

Can a NON-resident of the state of Texas be referred to Legal Aid-and be represented by an attorney from the agency? If so-under what circumstances?

Details-Son inLaw moved to Kansas in June-filed for divorce in December AND is being helped and represented by a legal aid attorney. He also filed in a County that 1)my daughter does not live in. 2) my grandson does not live in 3) they have never lived in together. YES-no jurisdiction!

If your question regards the policies of Legal Aid, you will need to ask them directly. There are numerous types of Legal Aid and low-income legal offices in Texas, some privately-funded, some funded by various governmental agencies. Each has their own set of rules regarding representation.
