Attempy to deny summer visitation

I am the JMC of two boys with Primary responsibilities for them.

After several attempts to reach their mother by regular and certified mail at her (old and suspected) address. She claims she never received ''timely notification'' of my dates

for summer vacation. She now avoids me even handing them to her and does not allow the conversation to continue. She has made it clear that it is her intent to ''deny'' my summer vacation with the children.

I am considering some prememptive options:

1)''Service of Process'' of the letter. While this would be late: it would show how important I regard this. ( I have 4 not unclaimed certified letters returned).

2) An option to include in the service: A request for mediation of this issue.

Maybe hearing from a mediator will will soften the stance or also show any future court action that I tried to resolve in a civil manner.

3) An option to include in the service: to meet with a Licensed Family Counselor to help develop a more positive parenting plan .

I am open to ideas which get dialogue flowing with her. Anything that keeps from opening a protracted battle in FC just to drain resources away from the kids.
