You can file a motion to enforce the property division, you can seek a receivership to seize assets to pay the debt, you can get an abstract of judgment and a writ of execution and have the constable go to his house and seize all nonexempt property, sell it, and give you the proceeds. (NOTE: Texas is a debtor friendly state and most folks don't have much in the way of non-exempt assets.)
