In order to receive payment directly from the Defense Finance and Accounting Service (DFAS), you must have been married for at least 10 years, during which your husband performed at least 10 years of military service - this is known as the "10/10 rule". If you meet this rule, you are supposed to submit a certified copy of the court order to the DFAS, together with a completed Application for Former Spouse Payments from Retired Pay (DD Form 2293). This is supposed to be done within 90 days of the court order.

If the "10/10 rule" is not satisfied, then you have to obtain payment from your ex-husband, and not the DFAS. If he is not complying with the court order, you can go back to the court which issued the order to seek enforcement.
