I am going back to court to submit approval to have geographical restrictions lifted. The non custodial parent is not paying court ordered back child support. Will his contempt help my case with the geographical restrictions being lifted?

No.
If you're going back to court anyway, why not file a motion for contempt for the unpaid child support?

Probably not, but if he or she is not seeing the child on a regular basis, that might help. There are a lot of factors that go into lifting a geographic restriction and all must be considered.
