Legal Question in Family Law in Texas

I am about to begin the process of adopting my nephew who has lived with me for 7 months. Does the voluntary relinquishment of rights need to be done first or the petition of adoption?

They are done together. The petition for termination and adoption would have the affidavit attached. It's all one transaction.
