Legal Question in Family Law in Texas

Does the bio-father of my oldest have a good case against me? My husband adopted my oldest and I signed a paper saying I would waive all claims for past due and future child support and reimbursement of medical expenses against him since he was voluntary signing his rights over. However the state is going after him for what he owes them for a dna test and medical support for when she was on medicaid.
