does a biological father have any rights if he has never seen the child, has never paid child support and hes name is not on birth certificate?

No. The biological father has the right to file a petition for voluntary paternity and ask the Court to make a finding that he is in fact the biological father. Until that happens, he is basically a stranger to the child, and has no more rights (nor responsibilities) to the child than the next guy who walks down the street.
