Blocking non-custodial parent's email access legal?

Can the custodial parent block the non-custodial parent's email access to their child? They have joint custody and the custodial parent blocked it after an argument that had nothing to do with the child. It was strictly done in vengence. Is there any legal recourse for this?

Yes. Your existing divorce decree might prohibit this. If it does not, you would have to go to court to modify the divorce decree to prohibit blocking access to email.
