Legal Question in Family Law in Texas

My brother has a baby,well him and the mother split up and she went with another guy,we live in Fort Worth Texas.Is it againts the law she took the baby and moved to San Antonio Texas with out my brothers consent.Niether one of them have full custody of the baby cause they never went to court.

I am assuming that the child's father has not signed an Acknowledgment of Paternity.

Even though everyone may know that he's the child's father, he is legally a stranger to the child, and the mother can take the child to Thailand if she wants to. The father needs to file a paternity suit and get her served, and establish his legal rights.
