Legal Question in Family Law in Texas

My brother lives in Orange Texas. He takes care of the kids and he believes that the mother of his kids in on drugs. The cops say he can't take off with the kids. What can he do? He doesn't have any money and she isn't paying the bills. He wants to bring the kids to Oklahoma where his family is?

Does he have any order in place regarding the children? If he does, he has to follow those orders.

If there are no orders, he can move to OK. He has to let the mom know where he is going. She may file a suit to prevent him from leaving and if she exercises visitation with the children, she can probably get an order requiring him to stay in the area. But if she doesn't have the wherewithall to do that (facts, money, ability) he'll be able to stay in OK.
